Cities are complex and paradoxical – centres of prosperity and progress, whilst also places of inequality and negative externalities. However, what cannot be denied is their growing scale and importance in achieving the UN’s Sustainable Development Goals by 2030. In response to the limitations of traditional city making approaches, this concept note proposes a new Urban Resilience Framework that is better able to capture the complexity of urban resilience and vulnerability.
