The situation of both are different, so I do not think that Vancouver’s China Town can replicate what had been done in Hazrat Nizammudin Basti. In my opinion, the problem lies in their values and world views. I’m not too familiar with the tradition and culture of the people in India, so I couldn’t say much. But I think the younger people in the NA seems to lack the sense of belonging to their hometown. When things get hard, maybe moving out was an easier solution for them. With more people moving out, there are fewer people who can work on the improvement of the area.
